David Willis

Dave started his career as a Corrections Officer and retired after 25 ½ years as a Sergeant from the Macomb County Sheriff’s Office, in Mt Clemens. Dave worked as a supervisor for nearly 15 years, with job assignments as a Detective, Detective Sergeant, Evidence Technician, Traffic Bureau, Crises Negotiator, Fire Investigator and lastly as a Shift Commander on midnights. He has over 25 years as a member of the Fraternal Order of Police. Joining Lodge 112 in 1989 and assisted in forming Central Macomb Lodge 187 in 2001. He served locally as the Charter Secretary and elected for two terms as Lodge President, he currently holds the position of Lodge Trustee. He also was elected and served on the State Fraternal order of Police Board as 2nd Vice President, Secretary and Treasurer. Dave has extensive experience in collective bargaining, contract interpretation, grievances, mediation, fact finding and arbitration hearing.


Glenn Nevelle

Glenn started as a police officer in Mattawan Police Department in 1990 before hiring in as a Corrections Deputy at the Kent County Sheriff’s Office in 1992 and was promoted to a Deputy in 1995. During his career he spent 20 years on the Kent County Law Enforcement Association’s Executive board and his last 2 years as president of the KCLEA Association.

He has years of experience handing contract negotiations, grievances and grievance arbitrations. Upon his retirement he received the POAM Loyalty Award prior to being hired by the FOPLC.


Len Paquette

Len served for 28 years as a law enforcement officer and sergeant with the City of Taylor Police. With his 16 years as President of the Fraternal Order of Police Lodge 123, he has expertise in collective bargaining, grievance processing, contract interpretation, unfair labor practices, and representing officers. He has been a Business Agent for the FOPLC for over 10 years. Len has attended numerous training seminal related to collective bargaining and member representation over the years.


Steve Warren

Steve started out as patrol officer in the Cheboygan Department of Public Safety and retired as a Sergeant after 33 years. He holds B.S degree in Criminal Justice from Western Michigan University with a minor in Political Science. Steve has years of negotiations experience and representing officers. He has attended numerous training seminars and in 2018 the National Fraternal order of Police Labor Training School.  Steve is a 33 year member of the Fraternal Order of Police and is in his 20 years as President of the Northern Michigan lodge 122.


Scott Harding

Scott is retired from the Warren Police Department after 25 years of service. He has over 20 years of experience in union work, representing police officers in the third largest city in Michigan. He has extensive negotiations and grievance representation experience. He has attended multiple training seminars over the years, including several National FOP Labor Summit seminars.  Scott's dedication and experience are a great addition to the FOPLC team.


John Belile

John is a retired Corrections Sergeant from the Kent County Sheriff’s Department with extensive labor relations experience and management skills associated with a public safety community. He served as President of the Kent County Deputy Sheriff’s Association for approximately 12 years and was involved in a wide range of labor relations activities.  These activities involved bargaining, grievances, Unfair Labor Practices, workplace discrimination, bargaining unit clarifications and Michigan Employment Relations Commission hearings.

John has a B.S. in Criminal Justice from Grand Valley State University and an associate degree in Law Enforcement from Alpena Community College.  John lives in Holland Michigan.


Paul Postal

Paul Postal is a (retired) Patrol Deputy Sheriff from the Grand Traverse County Sheriff’s Office.  Throughout his career, Paul has worked in a variety of Job assignments to include, Corrections, Detective Bureau, and Patrol Services.  Paul also served 8 years as his department’s local union President for the Patrol Division.  Paul had 9 years of experience with The Police Officers Association of Michigan when he was hired by the FOPLC.  Paul successfully represented up to 26 public service unions in Northern Michigan. 

Paul has extensive training and experience in collective bargaining, contract interpretation, grievances, mediation, fact finding and grievance arbitration.  Paul also has a bachelor’s degree from Spring Arbor University in Management, Organizational Development. Paul will be an asset to the FOPLC, and we are looking forward to his representing the FOPLC well into the future. 


Ed Fox

Ed joined our team on November 4, 2013.  Ed comes to us after working and honorably retiring from the Michigan Department of Corrections.  He worked in various correctional facilities as a Corrections Officer and held positions with the Michigan Corrections Officers Association as a Grievance Coordinator and Organization Chapter Officer.

He served two terms as President of the 10 thousand plus Michigan Corrections Officers Association.  Ed is a past member of the Muskegon County Community Corrections Advisory Board and Board Member of the National Association of Corrections Officers.  Ed has a wealth of knowledge and experience in labor matters and will be an asset to the FOPLC.


Larry Orlowski

Larry retired a Lieutenant from the Kent County Sheriff’s Office after coming up though the ranks. He has been union leader for most of his career holding numerous board position and President. Larry has been a part of negotiating contracts for the Deputies and Command for over 20 years and represented them in in grievances, terminations and critical incident.  

Larry is a former President and Executive Director of Deputy Sheriff’s Association of Michigan (DSAM). Larry has worked for over 40 years advancing the rights of police and corrections officers in Lansing.

Mark Porter is a retired police officer with 29 years of experience and has been active in the FOP since 1973. Mark holds a master’s degree in Labor Relations from Wayne State University. Mark is a co-author of the Michigan Garrity legislation. He is also former in-house counsel for the Michigan State Troopers Association and author of “When Cops Become the Suspect; a Primer on Garrity”.

She is a graduated from the Wayne State Law School and interned with Michigan Supreme Court Justice Marilyn Kelly. Attorney Marc Curtis formally served as a Senior Muskegon County Assistant Prosecutor for over 10 years. He has a reputation of successfully challenging common prosecutors' tactics. John Freeman

Wade is a graduate of the Ohio State University, Honors Accounting Program. He has more than 30 years' experience in working in public accounting and government. Wade has served as the Chief Fiscal Officer for Franklin County, Ohio (Columbus), Franklin County Treasurer (elected office), Fiscal Officer for Cuyahoga County, Ohio (Cleveland) an appointed and confirmed position, Deputy State Auditor for Ohio and as a two-term elected City Council Member in Upper Arlington, Ohio.

His private sector consulting and auditing experience in government has included, but is not limited to performance audits, GAAP conversions, financial statement audits, tax return preparation, land use studies, property tax appeals, internal control reviews, jail per diem studies, staff training/education, operations and efficiency reviews and labor consultations.

Wade serves Fraternal Order of Police Lodges and organization all over the United States as a consultant, auditor, negotiator, adviser, and a recognized financial expert in state and federal courts as a financial expert witness.
